There's only one option IMO: Resource Master (RSM) by Armin Diedering,
http://www.ardisoft.de. That one has got a multi-language feature, where you
can simply add new languages and translate the texts directly in the resource.
That way, all languages will stay in sync automatically, and if there are new
dialogs/strings, they will just be english until someone translates them.
