Nope, at least not for Atari.

Thats wrong, the newest Version is 'papyrus X V10.20'.

 
 
How old is that version? The actual Papyrus version is Papyrus ELF 
11.16.

That's Ok for MAC and Windows but not for Atari-TOS.

That page says it's uncertain whether the "next major version (10.5)" 
will be available for Atari. Meanwhile the actual version is 11.16 
already so I still conclude that Atari development has stopped.
