Don't forget that a taskbar can use all side and not only the bottom. What will
be happen, when a program exit? Is the area always still reserved?

The questions is how. Some years ago there was an discussion in a german
newsgroup about this. Some think they can do this with messages and someone
with new wind_get/set mode.

What existent is the environmentvariable 
SCREENBORDER=left, top, right, bottom
For example Jinnee use this.
