No it isn't. There must be a typo somewhere inside the specfile I suspect.
U:\usr\src\redhat\BUILD\popt-1.13\ 		# is normal
U:\usr\src\redhat\SOURCES\popt-1.13.tar.gz 	# is normal
U:\usr\src\redhat\SPECS\popt.spec		# is normal
