FYI.. I just turned the CVS commit switch on for the bug tracker. I 
think I have it configured correctly now to work.

Here is the short instructions from the mantis docs on how to use the 
feature.

 I anyone has access issue to the cvs.. please let me know asap so I can 
turn it off and try and find the problem.
