I don't think anything implements it generically, but there are several
applications that support such things and skins in general.  Nowadays
window translucency is the hot thing though, but compositing takes a lot of
memory and slows down things a lot (to use a modern composited desktop,
1/2GB is minimum and 1-2GB of RAM recommended).

IMHO background images for windows are a horrible idea.  It makes the window
content mostly unreadable, and doesn't help with performance or memory usage
either.
