Just hook into v_bar and when it's caused by a WM_REDRAW do your funny
stuff. Blitted moving would not realy work, but I think this would be
acceptable (tell the app to redraw).

But I wonder why this is so important - there are lots of other things
waiting to be fixed/implemented. Is there any famous GUI that implements
this? I only know GEM ;-)
