No, as they use the Universal Disk Format (UDF, ISO 13346 standard) instead of the ISO 9660 standard.

But DVD are often burned in UDF Bridge format with ISO 13346 *and* ISO 9660 filesystem to allow old systems to read them. Of course, the ISO 9660 restrictions still apply on these old systems (unless "Rock Ridge" or "Joliet" extension is used in the ISO 9660 FS...).
